Health Economics Research Assistant

The Laboratory Services Department has recently been awarded a Children’s Investment Fund Foundation (CIFF) service contract to conduct an evaluation of the CIFF HIV self-testing investment in Uganda and Nigeria. The project evaluation team/consortium comprises a total of four research partners, Liverpool School of Tropical Medicine, LSTM (UK), the Centre for Sexual Health and HIV/AIDS Research, CeSHHAR (Zimbabwe), the Infectious Disease Institute, IDI (Uganda) and the Institute of Human Virology, IHVN (Nigeria).

The HIV ST 10X investment aims to accelerate a self-care revolution to de-medicalize HIV testing and prevention within broader sexual & reproductive health. Governments will experience how de-medicalization can relieve pressure on the health system, with knock-on effects for the broader self-care agenda. The specific objectives of the investment are:

  1. Catalyze a 10X growth in the self-testing market from 5M to 50M tests used a year in low- and middle-income countries by 2025.
  2. Link more than 2.7M HIV-positive people to treatment between 2020 and 2025 and millions more to the HIV prevention and sexual health services they need.

To execute this project, IHVN is seeking suitably qualified candidate to fill in the position of a Health Economist Research Assistant.

JOB RESPONSIBILITIES:

  • Collating financial expenditures data from implementing partners to facilitate top-down costing
  • Collection of distribution site-level economic cost and other resource use data;
  • Collection of HIVST distribution and other M&E/outputs data;
  • Conducting facility/site observations & time and motion analysis
  • Conducting cost data entry into spreadsheets and models;
  • Working with team leads to process and analyze cost data;
  • Working with team leads to disseminate costing results including reports and publications;
  • Performing other tasks as assigned by the supervisor.
  • Ensuring all aspects of work are in line with Good Clinical Practice guidelines.
  • Maintaining high-quality data collection and documentation standards.

Knowledge, Skills, and Abilities: 

  • Experience working in a reproductive health research environment
  • Demonstrated experience collecting economic cost data;
  • Good knowledge of use of Microsoft word, excel and PowerPoint;
  • Exceptional written and verbal communication skills in English;
  • Excellent organizational skills and good timekeeping;
  • Great interpersonal skills and ability to work well in a fast-paced, multidisciplinary research team environment
  • Knowledge and behaviors that support equality, diversity, and inclusive practice

Qualifications

  • Health Economics, Economics or another Social Science degree (master’s degree an added advantage)
  • Current and valid certificate in Good Clinical Practice and Ethics is an advantage.

Summary/Overview:

The Research Assistant: HIV-ST-EVALUATION, will take part in the research and routine analytical work in the virology section. S/he will be involved in administration of questionnaire, maintaining records of receipt of samples and reagents, sample inventory, and documentation of data collected. The Assistant should strictly adhere to ethical standards in the conduct of this evaluation and other duties as assigned by the Head of the Unit to whom she/he will report.

JOB RESPONSIBILITIES:

  • Maintaining quality control standards to preserve the integrity of data and findings
  • Scheduling and conducting interviews
  • Getting a convenient place to conduct interviews and getting permission from all participants
  • Analyzing data using various statistical methods
  • Writing reports to summarize data and the implications of the results
  • Document all activities, results and report to Project Coordinator.
  • Undertake basic administrative tasks such as filing.
  • Comply with the correct procedures, policies, and health and safety regulations.
  • Participate in the execution of deliverables to meet targets within agreed time lines.
  • Follow methodologies and standard operating procedures in carrying out assigned tasks.
  • Stay informed with the latest industry trends, techniques, and best practices.

 Knowledge, Skills and Abilities: 

  • Must have participated in a research project within the past three years
  • Computer literacy and experience with data Information Systems.
  • Highly organized with good time management skills
  • Strong attention to detail.
  • Experience working with Key and Vulnerable Population is a distinct advantage
  • Must be from the South East geopolitical zone OR thorough knowledge of the terrain, and particularly knowledge of Anambra state will be a clear advantage.
  • Must be fluent in Igbo language
  • Exceptional written and oral communication skills.

  • Degree in Social Science, Biochemistry, Microbiology or related field.

Responsibilities

  • Managing monthly Staff Communication services/tools and liaising with the different Network providers.
  • Monitor staff physical attendance, punctuality and absenteeism
  • Compiling and updating employee records (hard and soft copies)
  • Calculate retention, turnover and internal mobility rates, Report on key recruiting metrics like time to fill and hiring costs.
  • Assist in designing hiring and training plans, forecast costs by departments and help create budgets
  • Assess results from our employee performance reviews (APER)
  • Identify top reasons why employees leave the Institute and recommend areas of improvement for our HR procedures

Requirements

  • Maintaining the HR file management system including regular filing of documents.
  • Handle Logistics for interview processes.
  • Coordinating and managing NYSC Corps and IT Students (acceptance processes, monthly PCs, passing out process (dates and final PCs).
  • Update of National Housing Scheme passbook
  • Ensure provision of stationery for HR Unit at all times
  • Perform any other duties as assigned by the SHRO Staffing.
